Starting from results of previous research European project "Life after institutional care" Amici dei Bambini promotes, with the financial help of the European Commission (DG Employment, Social Affairs and Equal Opportunities), a social experimentation in Italy, Bulgaria and Romania aiming at locally develop effective policies to promote social inclusion of young people without parental care leaving child protection system.

Eurochild’s survey on children in alternative care |

'In 2009 Eurochild carried out a survey of the situation in Europe of children living in alternative care including residential, community and family-based care. It attempts to provide an overview of the numbers of children concerned, the profiles of children in care, their outcomes, the institutional framework and availability of data, and the existence of standards and support for children's participation'.

Who are Out-of-Family Children?
All those minors who are orphans or separated from their biological family who temporary live in residential facilities or in foster-family conditions and who therefore run the risk of social exclusion.
The OFC condition must be a temporary condition and this provisional status should be granted by placing the minor in a stable family context as soon as possible.
